Work Permit Application Process in Turkey, Work permit applications for foreign nationals generally begin at the relevant Turkish consulates or embassies abroad, where the foreigner must apply for both a work visa and work permit simultaneously.
However, if the foreigner is already residing in Turkey with a valid residence permit (with at least 6 months of validity remaining), the application can be submitted domestically as an in-country work permit application.
All required documents must be submitted online through the Ministry’s e-Permit (e-İzin) automation system.

One of the key documents is a signed employment contract between the employer and the foreign national. This contract must be scanned and uploaded online during the application process.
A work permit is an official document issued by the Ministry of Labour and Social Security that grants a foreigner the right to work and reside in Turkey within its period of validity. According to the International Labour Force Law No. 6735, foreigners covered by this Law are required to obtain a work permit or work permit exemption before starting to work in Turkey. Foreign nationals working without a valid work permit or work permit exemption are subject to criminal and administrative penalties.
Does a work permit count as a residence permit? According to Law No. 6735 on International Labour Force, a work permit or work permit exemption issued under this law is equivalent to a residence permit in accordance with Article 27 of Law No. 6458 on Foreigners and International Protection. However, work permits issued to international protection applicants, conditional refugees, and foreigners granted temporary protection do not serve as a substitute for a residence permit.
